The 2019 Working Conference of CAMS&PUMC Held in Beijing

On January 16 and 17, 2019, the 2019 Working Conference of CAMS&PUMC was held in Beijing. The meeting summarized CAMS&PUMC's work in 2018 and deployed its tasks in 2019. President Chen Wang made a report on the work of CAMS&PUMC in 2019 and delivered a summary speech. Other leaders also attended the meeting, including Party Secretary Guoqin Li, Deputy Party Secretary Longshan Yao, Vice President Zhongwei Zheng, Deputy Party Secretary Yunfeng Wang, and Vice President Qin Zhang.

 

 

 

In his 2018 annual work report titled “Inheriting Culture, Perfecting System, Innovating Mechanism and Expanding Resources,” President Chen Wang pointed out that in 2018 CAMS&PUMC studied and implemented Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era and the spirit of the 19th CPC National Congress, and comprehensively strengthen the Party building. It distinguished the situation clearly, formulated strategies, and further clarified its orientation, working strategies, and development goals. It carried out innovation projects and built a national medical innovation system. It proactively promoted the reform of medical education and developed itself into a world-class medical school. It boosted the coordinated development of medical teaching and research in all hospitals and continuously improved the level of medical care. It perfected the system management pattern to enhance the overall management ability of CAMS&PUMC. It adhered to the idea of strengthening itself with talents to spare no efforts to cultivating talents. With the in-depth development of cultural construction, the identity and cohesion of CAMS&PUMC have been continuously strengthened. Seen from the international vision and national height, it proactively carried out international exchanges and cooperation. It emphasized that the work of hospitals and institutes are put in place by units and remarkable progress has been made in various undertakings.

 

 

 

President Wang explained the orientation and development goals of CAMS&PUMC. In 2018, CAMS&PUMC adhered to the national will and President Xi Jinping's instruction spirit of “seizing opportunities, facing difficulties, and striving to build CAMS into the core base of China's medical science and technology innovation system,” and defined CAMS’s position as the “national highest medical research institution” and PUMC as the “national highest medical education institution.” CAMS&PUMC serves as the advanced ideological source and strong power source of the national medical and health undertakings, especially the medical research and education undertakings. President Wang also analyzed existing problems of “laziness, weakness, scattering, and shortage” in CAMS&PUMC and formulated the working strategies of “carrying forward culture, perfecting the system, innovating the mechanism, and expanding resources” and “promoting reform through innovation, and activating stock by increments.” Centering on the task of establishing a core base, CAMS&PUMC has drawn up a framework for initially establishing a core base for medical research and medical education by 2021. By 2035, it will become the core base for medical research and medical education in China. By 2049, it will be one of the world's core bases for medical research and medical education.

President Wang deployed the work for the next year. The year of 2019 marks the 100th year of the May 4th Movement and the 70th year of the founding of the PRC. CAMS&PUMC  will focus on strengthening the eight tasks of Party building, scientific research, education, hospital development, operation and management, cadres and talents, cultural construction, and international cooperation.

Party Secretary Guoqin Li presided over the meeting and conveyed the spirit of the 2019 National Health Work Conference.

 

 

 

During the working conference, the fourth science and technology award meeting was also held.

 

 

 

The meeting listened to special reports from Director Jianwei Wang of the Department of Research Administration, Deputy Director Chao Ma of Dean's Office, and Deputy Director Xiuzhen Xu of the Department of Human Resources respectively on the construction of core bases, the “4+4” medical education reform, and the progress of the reform of Tenure Track System. The meeting also heard work reports from 21 institutes and colleges affiliated to CAMS&PUMC. Participants held special group discussions around the work report of President Chen Wang and the current three key tasks of CAMS&PUMC. It is believed that President Wang's work report is based on an extensive survey of CAMS&PUMC’s work, conforms to the current reality of CAMS&PUMC, defines the standpoint of CAMS&PUMC, fully affirms the achievements in the past year, and clearly points out major problems. Working strategies and objectives formulated in his concise and practical report set the direction for the future development of CAMS&PUMC. In 2018, CAMS&PUMC have done a lot of remarkable achievements in promoting and perfecting its business system, implementing the reform of the “4+4” clinical medical education model and the Tenure Track System, facilitating the infrastructure of each unit, and improving the treatment of employees. All of us discussed the various tasks enthusiastically and offered suggestions and recommendations for the development of CAMS&PUMC.

 

 

 

President Chen Wang makes a concluding speech at the conference. He systematically summarized the great achievements made by CAMS&PUMC as well as hospitals and institutes in 2018 and stressed that the strength of hospitals and institutes constitutes that of CAMS&PUMC. According to the distribution of research funds in 2018, and the change in scientific research funding in the past five years and the publication of SCI papers, he encouraged CAMS&PUMC as well as hospitals and institutes to compare with their peers, realign themselves with missions, international standards, and China’s development, face up to problems with a strong mind, uphold PUMC’s spirit, and strive to become the advanced originator, spiritual holder, responsible undertaker, condition creator, and diligent doer in the medical community, so as to assume the responsibility and mission.

 

 

 

President Wang required CAMS&PUMC as well as hospitals and institutes to make well-defined plans in 2019 in the following four aspects: carrying forward culture, perfecting the system, innovating the mechanism and expanding resources. They need to cultivate the four core competitiveness of culture, discipline, management, and talents, uphold the national will, and keep in mind and unswervingly implement President Xi Jinping's instructive spirit of building “the core base of China's medical science and technology innovation system,” so as to develop itself into a strong academy of medical sciences. Such an academy will play a key role in boosting the development of China's medical science and technology. The Party and administration leadership in each hospital and institute must mobilize their staff members, unify their thinking, firmly implement the “4+4” schooling system and Tenure Track System, and perfecting the innovation system.

 

 

 

On behalf of the CAMS&PUMC leadership, President Wang thanked everyone for their contributions to the country, the industry, and CAMS&PUMC. He hoped to work together with everyone in 2019 to plan, do and accomplish our undertakings.

 

 

 

The meeting brought together more than 230 people, including heads of 21 institutes, hospitals, and colleges, as well as departments of scientific research, education, and human resources, and officials at the department level.
